Killeen Market Update

We had another Great month in August. We sold 280 homes. Our average sales price was $134,781, down a little from July, but our median sales price was $132,100 and it was up from July. Our days on the market dropped a little to 122, but our inventory of homes also increased to 1445 single family homes for sale.  What does this mean to you? If you are looking to buy a home it means that we are still in a buyers market and kids are in schools so typically our market will start to slow down so you can get a good house at a good price. If you are looking to sell a house this means that homes prices are getting better and there are still plenty of interested buyers in our market

Looks Like Central Texas Is Going Green

Center for Solar Energy Draws Closer
Progress continues to be made on the creation of the Center for Solar Energy. The Center for Solar Energy is a collaborative partnership between Texas A&M University-Central Texas and PPA Partners. Since the project was announced in 2013, the partners have focused on legal documents regarding governance of the project, intellectual property rights and other issues. The partners have also focused on raising funds for the project.
The project will be an electric power generator subject to the rules and regulation of the Public Utility Commission of Texas. PPA Partners has focused on the technical aspects of project design and conducting the engineering studies necessary to support the application to connect to the electrical grid regulated by the Electric Reliability Council of Texas (ERCOT), a state agency.
PPA Partners build and successfully demonstrated a prototype project at Arizona Western College in Yuma, Arizona that consists of five, one-acre sites generating one megawatt of electric power at each site. That project could not be expanded at that location due to geographic and academic constraints. When completed, the $600 million Center for Solar Energy will cover up to 800 acres in Bell County and produce several hundred megawatts of electric power.
The project will be an incubation program to develop early-stage technologies in solar power with the goal of attracting the interest of capital investors and bringing those technologies to the marketplace. The system will host the largest assortment of photovoltaic technologies in the world and serve as a true test site for leading-edge technologies, leading to thousands of clean energy jobs in Central Texas.
In addition to job creation, the center will accelerate research and curriculum development at TAMUCT and extend collaborative opportunities across an educational spectrum to universities and agencies within the TAMU System, as well as to regional community college partners and school districts. TAMUCT, community colleges and school districts will be adding new curriculum offerings to encourage research and education in renewable energy.

Legislative Tour Being Planned
The Texas Legislature convenes in session for five months every two years. The 84th legislative session begins at noon on Tuesday, January 13, 2015. Many in our community are putting the finishing touches on our legislative agenda. It is important that we communicate our legislative priorities effectively.
It is difficult to describe why a priority is important. It is far more effective to show why a priority is important. One very productive method that we use is a tour for legislators. The one we are planning for the upcoming session will be our fifth in nine years. Here is how the process works:
  • Members of our Public Policy Council work with legislators to pick a strategic day, after the session starts, conducive to good attendance.
  • The program is planned based on showcasing the priorities.
  • Legislators mail invitations to their colleagues. Attendance is directly proportionate to the effort expended by legislators.
  • Venues are reserved and prepared.
  • On the day of the event, early in the morning, attendees board busses at the State Capitol, provided by the Public Policy Council, to come to the community.
  • Representatives of the Public Policy Council and local legislators host attendees on the bus ride.
  • Attendees are delivered to a location that we want to showcase. TAMUCT and CTC are popular venues.
  • A short reception and refreshment break is held for attendees, community leaders and Public Policy Council members to get acquainted.
  • A program is convened that consist of a welcome from each of our local legislators and a community leader and a concise, fact filled presentation on each of our legislative priorities.
  • No written support materials are passed out.
  • At the completion of the community presentation, attendees are loaded on the busses and taken to Fort Hood.
  • At Fort Hood, attendees are greeted by the Commanding General at the back of the III Corps Headquarter where they pose for a group picture. They receive a Command Brief and an extensive tour of the post including lunch with Soldiers.
  • The day concludes with a community reception hosted by the Commanding General at Club Hood.
  • Attendees are loaded on busses and are delivered back to the State Capitol.
Later in the session, a community delegation goes to the State Capitol to call on each attendee to deliver support materials and a memento of their time spent in our community. No one has a better story to tell than do we. No one tells it with more impact. No one has a partner like Fort Hood to help tell it. Those who come here are forever changed as a result of spending their day with heroes.

Warrior Guarantee
As students head into secondary education, economic concerns can exist. The question “what will my education cost me?” can be daunting. Collegeboard.org reports an average annual increase in tuition and fees of 4%, making the rising cost of education a serious concern. While increases in the cost of a secondary education should be expected over time, this does not mean college is out of the question. Texas A&M University-Central Texas (TAMUCT) addresses this issue with its Warrior Guarantee, a program that ensures an increase in tuition or fees will not affect the student participating in the program over a predetermined time period. 
The Warrior Guarantee offers both Undergraduate and Graduate students a defined tuition and fee rate that will not change during a specific number of consecutive semesters. In the event of extenuating circumstances, such as military deployments or medical emergencies, students can request to extend the program for the number of eligible semesters that are missed. An additional bonus for undergraduate students is the flat tuition option that caps tuition at 12 semester credit hours. The student only pays for 12 semester credit hours, regardless of how many hours they take.

Join us for a Luncheon on Friday September 26 from 11:30 am-1 pm at Central Texas College for an update on the City and the Region. Mayor Scott Cosper will discuss what is going on in the City of Killeen followed by Judge Jon H Burrows sharing regional updates.
Quarterly Luncheon
The Public Policy, Public Education, and P20 Councils will be hosting a luncheon Monday, October 27 from 11:30 am-1 pm at Central Texas College. Commissioner Michael Williams with the Texas Education Agency will discuss of House Bill 5, Endorsements, and how they impact Businesses and Education.
CCSR Conference
The second annual regional CCSR Conference will be Friday, November 7 from 9 am-2:30 pm at the University of Mary Hardin Baylor. This event will bring together regional educators and business professionals to learn about endorsements and how the implementation of these endorsements will affect the students coming out of the education systems and into business. Learn from local schools and businesses on successful bridging programs that are already in place and how to implement them.

The Differance Of A Pre Qualification -VS- A Pre Approval

If you are in the market to purchase a home than the subject of getting pre-qualified by a mortgage company has probably came up. In fact most Realtors will not even work with you until after you have received a pre-qualification letter from a lender.  The reason being if you are not able to purchase a home they are not going to want to drive you around and show you homes that you can not buy, or if you only qualified for a mortgage up to $150,000 they are not going to show you homes priced at $300,000 it is a waste of time, yours and their.
Now you might be asking yourself so if I get pre-qualified then I must be pre-approved and unfortunately this is not the case. Most mortgage companies will not start the actual loan application till you are under contract. This is bad cause once you go under contract you start spending money. You will have to come up with a earnest money deposit, option money, cost of the home inspection, appraisal, pest inspection, and so on. If you are renting a place then you are giving you landlord notice, packing, and getting ready to move, and all of a sudden your loan application is rejected. Now you are out of all of the money you put up and hopefully there is not anyone getting ready to move into to your home or apartment cause you are out of a place to stay.
So how do you avoid this potential disaster? When you speak with the mortgage company and they are pre-qualifying you tell them you want to get pre-approved most will do this for you it takes more time than the a standard pre-qualification. They will still give you a pre-qualification it normally takes them 15 to 20 minutes and you can get with your realtor and go start looking at homes.  I have seen pre-approvals take over a week and they ask you to bring in a ton of paperwork but they are putting your through underwriting now instead of waiting till you find a house. If the lender you are working with is not willing to do this than you need to ask yourself is it worth the risk when there are so many out there that will. Some lenders are great at what they do and if they give out a pre-qualification then 99.9% of the time they can close the loans but there are some that hand out pre-qualifications right and left and there is a 50/50 chance they close. FreddieMac: Housing is Stronger Today

In a recent blog post, FreddieMac explained that “housing is stronger today than at any point since the Great Recession began and hit bottom in 2009”. They then gave three reasons which support their position:
  1. Home sales are up 13% since their low point.
  2. Housing starts are up 50% since they bottomed out.
  3. House Prices are up 16% since their trough.

Projections Going Forward

FreddieMac also believes that the market will continue to improve through 2014. They projected:
  1. Home sales to increase about 3% in 2014 as the purchase market continues to evolve
  2. Almost 20% growth for housing starts in 2014, which will begin to help ease tight inventories in many markets
  3. Home value increases will continue their positive momentum in 2014
Frank Nothaft, Freddie Mac vice president and chief economist, further explained what the housing market may look like in the agency’s April 2014 U.S. Economic and Housing Market Outlook:
"Tight inventory may pose a significant challenge for home buyers in many markets across the country, which may result in higher home prices and sales being lower than expected. This is good news for those markets that have room to run on the house price appreciation front, but it's also going to increase the affordability pinch in many markets, especially along the country's east and west coasts. Two indicators that are supporting local housing activity are rising consumer confidence and declining unemployment rates."

Bottom Line

The real estate market is improving every day. The biggest challenge is a lack of inventory in many markets. If you are thinking about selling, now may be the time to make the move.

Do you have questions about being able to qualify for a mortgage?

 I am asked all the time about what it takes to be able to obtain a mortgage. There have been a lot of changes to regulations the mortgage brokers have to follow and some people are finding it harder and harder to qualify for a loan. First you have to qualify for a loan, then depending on the loan the home will have to qualify as well. There are 3 main types of mortgages available VA, FHA, and Conventional.
For a VA loan you must have served and have VA eligibility these loans are backed by the Government and will have the lowest rate possible. It does not matter what mortgage company you go through the interest rate is set by the VA, and you are not required to have a down payment. Along with that they will require a credit score of 620 and a debt to income ratio below 50%. Then the house will also have to meet the standards for a VA loan. There are companies claiming they can get you approved at lower scores or higher DTI but don't fall for it. If they can actually get you to closing how much extra are they charging you.  So when choosing a mortgage company we have to look at and additional costs they might be charging you and how well they work with you.  I always recommend a local company.  This is a big investment and it is better to deal with someone on a personal level so if you have any questions you will have someone to sit down with so they can better explain things. There are a lot of companies from other areas willing to assist you but with them you speak with whoever answers the phone and all they know about you is what someone else has noted on your account.

For a FHA loan this is also a government back loan and you will have to qualify for it. They will  require a down payment normally of around 3.5% the interest rate will be a little higher that a VA loan but it will be less than a conventional loan. You will be required to carry mortgage insurance till you have 80% equity in your home. You will need a minimal credit score of 630 to qualify and they too will be looking at your debt to income ratio to make sure you can afford the payments. Once again the interest rates are set so recommend that you find a local company just like with a VA loan. Also, like the VA loan the house will have to qualify for the loan. The FHA appraiser are not as strict as the VA appraiser but they are looking out for both your and the banks best interest. They do not want you to purchase a home that has a bad foundation or any major problems.

For a Conventional loan it is not a government backed loan so they can give you a mortgage on a home that will not qualify for a government backed loan. They are also good for some one who for one reason or another does not qualify for a government backed loan, or you are a investor and you do not plan to occupy the home. They will require a down payment normally ranging 5% for a owner occupant up to 20% for a investor. They will require a higher credit score normally starting out at 640. These loans are good if you are purchasing a home that will require some repairs. I have clients all the time looking for homes that they can get at a low price and put some work into and get exactly what they want and save a little money. On a conventional loan you will also have mortgage insurance till you have 80% equity in your home. 

There are so many different mortgage companies out there that trying to find the right one for you can be extremely difficult. I work with all of them so if you get pre qualified before meeting with me that is fine and if not I am happy to assist you in finding the right company for you. I have also helped people that qualified with a company that a friend or family member recommended but after speaking with them I was able to let them know about a different company that would work better for them. Always remember you are not obligated to till to sign the closing documents if they are not giving you the service you deserve or if they are charging you more than they should you can always change companies.

Market update

Here is our current Market update. If you look at the numbers the sales in our market are up 22% for March. Another real good thing is that our months of inventory is down to 6.26 it has moved from a buyers market to a balanced market. If it keeps going the way it is trending we will be in to a sellers market shortly. That is the good news for people wanting to sell their house bad new for people looking to purchase. According to these numbers our medium home price is down to $123,400, last year it was at $132,500 a decrease of -6.87%. Bad news for sellers, good news for buyers. What will happen if we get into a sellers market is the home prices will increase, that with the chance of interest rates increasing means less purchasing power for the buyers.

Another Happy Homeowner

They were able to get a fixer upper at a great price and have already started the renovations to make it their own. In fact he has already started sending me pictures from the house and it is looking great. Interest rates and what they mean to you as a home buyer.

 Currently we can still find low rates when it comes to purchasing a house, but with the interest rates increasing how does that really effect you? Well if you want to purchase a home that cost $150,000 and you are able to qualify for a VA loan with 0 down and you get a rate of 4% your monthly payment will run around $1,142 a month. If you wait and the rate increases to 5% like it is predicted to do by the end of the year now your monthly payment will be $1,231. That is an extra $89 a month, or an extra $1,068 a year, or an extra $32,040 over the life of the loan. All from a 1% interest rate increase. Importance Of Representation

When it comes to a real estate transaction your representation is very important, so much so that the State of Texas  requires all Realtors to give you a form (Information about brokerage services) to inform you about the different types of representations. Choosing the best person to represent you is extremely important. This is the Realtor that is going to sell your home or find you a home, negotiate the price, and make sure every element of the transaction is carried out correctly to make sure that the contract is legal and that you are not going to be taken advantage of or face a lawsuit in the future.

The most important thing you should know is that you need your own representation, you should not call an agent off of a sign and expect them to work out the best deal for you, They already represent the seller and are trying to get them the best deal. They have a fiduciary responsibility to them, not to you! Also, if you are looking for a new home never go to their model home without your Realtor. The builders reps are just that, they represent the builder and are working for them to get them the best possible price for the builder, not for you!

You need a Realtor to represent you, even if it is not me. You need to find someone to work for you! I do recommend that before picking a realtor to find out about them. Do not just go with a friend of a friend, or someone that helped your friend or your cousin purchase a home.
You need to find out first of all are they a full time realtor? Are they staying current on the market? Are they professional? Why do they do what they do?  If you are about to spend $200,000 and be locked into a loan for the next 30 years don't you want to work with a professional, someone that stays current in your market, and someone that is doing it because they love what they do or are they just going to try to get you to spend the most possible so they can get a big commission? Out of the 600 Realtors that are licensed in our market only about 5% of them meet that criteria.
Just so you know I am one of that 5%.

Fort Hood Area Market Update

Hello Everyone This is Brad Hammarlund with Exit Homevets Realty in Killeen TX. I work with people looking to sale their homes and also with people who are looking for homes for sale in Killeen TX, homes for sale in Copperas Cove TX, homes for sale in Harker Heights TX.

Here is the update for our market compared to last month and last year.

What this is telling us is that our market is still moving stronger than last year, our homes are not staying on the market for as long, and the average price of homes are less than this time last year.
With that being said if you look at the full 12 month comparison, from the last 12 month ending in February compared to the 12 months ending in February of last year you can see that we have 7.42% more homes sold, the average home price is still running around $132,803, the days on the market are the same, but there are less new homes being sold. That will explain why the Average home price dropped by around 4.70%

After going through all this data what this is telling me is that our Market is Strong, Stronger than this time last year. There are more Existing Home Sales! So for a home owner thinking about selling this is great news. The Buyers in our market would rather save money and purchase an existing home rather the purchase a new home.
